Read the categories separately. Public adjusters and claimant lawyers have their own commercial interests. Florida Justice PAC covers civil-justice issues beyond property insurance. Commercial insurers, agent PACs and the mixed-insurance council are not homeowners-carrier equivalents. No combined “gap” or statewide ratio is asserted.
Coverage, exclusions and funding rules

Amounts are signed reported cash receipts; captured refunds reduce totals. In-kind support, upstream PAC fundraising and independent expenditures are excluded. We do not add both incoming PAC funds and outgoing contributions. A zero means no matching receipt in this selected dataset, not proof that none occurred. Filing amendments and check identifiers have not been fully reconciled.

The $282,000 broader carrier-audit findings remain under review and outside these amounts. The $500 “PUBLIC ADUSTERS” spelling/date discrepancy remains excluded. Florida Policyholders Cooperative and Taxpayers Against Insurance Bad Faith are also excluded from this comparison pending substantive affiliation review. Contributions to candidates outside the main report’s recipient roster are excluded on both sides.

Public-adjuster and Florida Justice donor identities were reviewed against their state committee records: Public Adjusters, 61035 and Florida Justice, 60702. Similar names such as Florida Justice Reform are not included.

New findings: what is included and what remains under review

$7,500 added to residential-insurer affiliates: two Jerger MGA campaign receipts ($1,000) and five Southern Oak Management committee receipts ($6,500). The residential totals are now $47,000 to campaigns and $932,500 to the 15 reviewed committees.

Seven state-query records were added to the searchable ledger and affected senator pages. All 355 previously included direct records matched the expanded state queries; this validates recorded details, not complete donor coverage or every inherited classification.

What the records establish

Residential insurers and affiliated businesses supplied $47,000 to Senate campaign accounts and $932,500 to the 15 senator-associated committees reviewed. These are separate legal recipients. The campaign figure covers current and former senators who served during the research period; committee coverage is limited to 13 current senators.

Broader property/casualty organizations and insurance-agent PACs also contributed. Those categories are separated because a PAC representing home and auto insurance, or agents selling several kinds of coverage, cannot be treated as exclusively homeowners-insurer money. Florida Insurance Council funding is materially mixed, including health insurance, and appears in its own column.

Chair Lisa Conley; treasurer David Pizzi; registered agent Cecil Pearce. The funding is materially mixed: GuideWell variants total $750,000 and Florida Blue $385,000, alongside Orange Insurance Exchange $80,000, Tower Hill $49,000, Florida Family $40,000 and others. Keep all council-to-senator contributions in a separate mixed-insurance column. Do not allocate a fraction to property insurance using these receipts: timing, balances and earmarking are unproven. Method, reproducibility and boundaries

  1. Define the person and recipient. Match state-Senate campaign records to the official current and historical rosters. Exclude never-serving candidates from totals. Associate selected political committees using the Senate’s own registration list; preserve each committee as the legal recipient.
  2. Search the official state database. All elections; office “State Senator”; date windows in the table below. Review the complete result within each window and screen for identified property-insurance, P&C, association and agent-PAC donor names. Supplement with a contributor-name search containing “INSURANCE,” all elections, State Senator, January 1, 2022–September 20, 2026. The screen is a named-donor search, not a classification of every contributor in the database.
  3. Inspect recipient-committee schedules. Read all pages of each of the 15 linked contribution reports, filter to the date window and screened donor names, retain exact donor spelling and PDF page. Check major extracted transactions against the report.
  4. Investigate PACs independently. Review Florida registrations and committee receipt searches; supplement with official association descriptions and FEC registrations where applicable. Names alone do not establish insurer affiliation. Upstream general-purpose PAC chains that remain unresolved are not allocated to insurers.
  5. Keep accounting categories separate. Sum reported cash amounts; preserve negative refunds; show in-kind support separately. Conservatively omit identical repeated rows from totals. Do not add PAC fundraising to downstream contributions. Do not pro-rate mixed PAC spending by its donor mix.

Known limits

How to reproduce a direct-row citation

Open Florida's contribution search, choose all elections and State Senator, enter the corresponding date window (or the exact transaction date), and search the reported contributor and/or recipient. Match all four fields: donor, recipient, date and amount. The results are generated by form submission and do not provide a stable per-transaction URL; links therefore point to the official search, with the necessary query information in every ledger row. For PAC funding examples, search by committee recipient rather than Senate office. FFIR requires the original account’s Campaign Finance Activity → All Dates → Contributions path.

Florida Donor Track

Florida Donor Track was used for discovery and comparison. Candidate profiles may combine earlier House and later Senate accounts, and scrape dates can lag the official database (the Boyd profile inspected was last scraped June 7, 2026). Its profile totals were therefore not treated as Senate-only contributions. Official transaction searches and committee-published schedules are the controlling evidence here.

Important omissions

This review does not capture every senator-associated committee, every general-purpose PAC funded partly by insurers, party-account transfers, independent expenditures, every executive’s personal contribution, or every insurance agency. It does not certify that the selected donor screen found all spelling variants. Some broad P&C donors have predominantly commercial or auto interests; category B is contextual, not a homeowners-only estimate. “Not established” means unresolved in this research, not disproven.

The report that prompted this research

The exact X post could not be retrieved. A Florida legislative staff analysis discusses the OIR-commissioned affiliate study covering 2017–2019. Contribution records by themselves cannot identify which donors engaged in the practices described in that study.
